Memorandum
The attached resolution requests approval of a new Administrative Services Agreement with Oakland County for continued participation in CLEMIS Public Safety Information Sharing Services.

Budget/Fiscal Impact: Funding for continued participation as a member of the CLEMIS was planned and budgeted in the approved FY2017 Information Technology Services Unit Budget and authorization for payment of those funds was approved by City Council on September 6, 2016 (Resolution R-16-338). There are no additional funds being requested.

CLEMIS, provided through Oakland County, provides public safety technology solutions including Computer Aided Dispatch (CAD), CAD Mobile, Report Management System, fingerprinting and mug shots for use by local police and sheriff agencies. The use of this highly specialized and integrated technology service allows many public safety organizations across Southeast Michigan, including Washtenaw County, to share information and intelligence across agency and government boundaries, improving public safety responsiveness and the overall safety of the Ann Arbor and Washtenaw County communities.

The City of Ann Arbor has been a participating member of CLEMIS since August 2005 (Resolution R-372-8-05).

In 2015, the CLEMIS Strategic Planning Coming and its Advisory Committee recommended to the participating members revision of the I.T. Services - Interlocal Agreement. Each participating member public body is being requested to approve a new Administrative Services Agreement. The new Agreement uses accurate and up-to-date terminology and current technology terms that add clarity to the CLEMIS/Member relations.

Approval of the Agreement is recommended.
