Attached for your review and approval, please find a Professional Services Agreement with Ann Arbor Art Association d/b/a Ann Arbor Art Center (AAAC) in the amount of $27,000.00 for artist selection services associated with the implementation of public artwork on stormwater manhole covers.

In response to the Request for Proposals (RFP-982), one (1) proposal was received on Thursday, October 13, 2016. City staff reviewed the proposal from AAAC and determined they are capable of performing the requested work based on their professional qualifications, past experience and proposed fee.

The project scope includes organizing a volunteer project committee to assist in artist selection, creating artwork specifications, soliciting and reviewing artwork proposals, managing the selection of finalists and providing a written recommendation of the top three.

The artist selection process is expected to begin in January 2017 and conclude by the summer of 2017. The Ann Arbor Public Art Commission will be participating in this project in an advisory capacity.

Following completion of the artist selection, the City will manage the implementation of the winning artwork onto stormwater manhole covers. The City will work with a casting manufacturer to incorporate the winning design(s) on manhole covers, which will be purchased and installed on an as-needed basis, such as during road reconstruction projects.

AAAC complies with the City of Ann Arbor's Non-Discrimination and Living Wage Ordinances.

Financial Impact

Funding for this project is available in the approved FY17 Public Services Stormwater System fund.
