Resolution to Set Process for Filling Anticipated Vacant Council Seat

This resolution was submitted to the Council Administration Committee for review on November 10, 2016 at 4:00 p.m. The Committee will communicate recommendations concerning this Resolution at the November 10 Council meeting.

Whereas, Councilmember Briere, of the First Ward, has indicated that she will submit her written resignation to the City Clerk on December 5, 2016;
Whereas, A resolution to accept Councilmember Briere’s resignation will be placed on the City Council agenda for December 5, 2016;
Whereas, It is in the interest of the smooth operation of the City Council to appropriately plan for the vacancy this resignation will create;
Whereas, The City Council is authorized by the City Charter, Section 12.14(a) to fill such a vacancy after the resignation becomes effective;
Whereas, The City Council Planning Session for the City Council is scheduled for December 12, 2016;
Whereas, It is in the interest of the City Council to choose a First Ward Councilmember on December 5, 2016 so that the Councilmember can receive new member orientation prior to the December 12, 2016 Council meeting; and
Whereas; A process for filling this anticipated vacancy is in the public interest as it promotes broad participation and transparency;
RESOLVED, That the following schedule is adopted to fill this anticipated vacancy:
On November 10, 2016, City Council shall request submission of applications from residents of the First Ward who wish to be considered for appointment to the anticipated vacant position of First Ward Councilmember. An applicant shall provide, by e-mail, a resume and letter of interest to the City Clerk at JBeaudry@a2gov.org
The due date for such submissions is 2:00 p.m. on November 23, 2016.
On November 21, 2016, the Council Administration Committee will determine the public interview format, including the questions to be asked of applicants.
On November 23, 2016, the resumes and letters of interest received from applicants, along with the questions to be asked of applicants, will be attached in Legistar to the agenda of the Special Session, to be set on November 28, 2016 at 7:00 p.m., with a public reception scheduled at 6:00 p.m.;
On November 28, 2016, Council shall hold a Special Session of City Council for the public interview of applicants. The applicants will be asked the questions by the Mayor at the Special Session.
Prior to December 5, 2016, a Resolution appointing a resident to the vacant position of First Ward Councilmember will be placed on the December 5, 2016 Council agenda. It will be placed on the agenda after the Resolution accepting the resignation of Councilmember Briere. The appointment Resolution will have a blank space for the name of the resident, which will be filled in by amendment to the Resolution by vote of the Council.
