Memorandum

Attached for your review and approval is a change order to the Construction Contract with Doan Construction Company. (Bid No. 4417) for the 2016 Ramp & Sidewalk Repair Project.

 

Budget Impact

The project is funded from the Street Resurfacing and Sidewalk Repair Millage fund. The construction contract was approved by City Council on April 4, 2016 for a total authorized contract amount of $1,648,829.00. Change Order No. 1 in the amount of $800,000.00, which includes the previously authorized contingency amount of $200,000.00, increases the total authorized contract amount to $2,448,829.00.

 

The Project repaired deficient sidewalks in approximately 20% of the City in 2016, as part of the fifth year of the 5-year program to perform repairs on the City’s entire sidewalk system. In addition to sidewalk repairs, the project also includes the continued replacement of sidewalk curb ramps to meet the requirements of the Americans with Disabilities Act (ADA) as required by our Consent Decree.

 

The Ramp & Sidewalk Repair Project is created as a unit price contract with the understanding that the actual construction quantities will vary due to the nature of the work. Quantities of work for are based solely on estimates made at the beginning of the construction season, but field conditions determine the actual amount of work needed, which was greater than anticipated for the 2016 work areas. This increase in authorized quantities provides an opportunity to complete sidewalk repairs and install required ADA compliant ramps in all of the neighborhoods included in this year’s work areas.

 

Doan Construction Company complies with the City’s Non-Discrimination and Living Wage Ordinances.

Whereas, Funding for the annual Ramp & Sidewalk Repair Project is available in the approved Street Resurfacing and Sidewalk Repair Millage Fund capital budget;

 

Whereas, The 2016 Ramp & Sidewalk Repair Project includes the repair of deficient sidewalks in approximately 20% of the City;

 

Whereas, The 2016 Ramp & Sidewalk Repair Project is necessary to maintain high quality pedestrian facilities in the City of Ann Arbor;

 

Whereas, Doan Construction Company was awarded a contract for the 2016 construction season for a base amount of $1,648,829.00, and authorized a contingency of $200,000.00 for change orders if needed for additional work;

 

Whereas, Additional work by Doan Construction Company is required for the 2016 Ramp & Sidewalk Repair Project;

 

Whereas, Both the $200,000.00 contingency amount and an additional $600,000.00 are needed to fund the additional work; and

 

Whereas, Doan Construction Company is performing sidewalk repairs and ADA ramp installations to the satisfaction of the City;

 

Whereas, Doan Construction Company complies with the City’s Non-Discrimination and Living Wage Ordinances.

 

RESOLVED, That Change Order No. 1 to the construction contract with Doan Construction Company for the 2016 Ramp & Sidewalk Repair Project be approved in the amount of $800,000.00, including the previously authorized contingency amount of $200,000.00, for additional amounts of work under the contract; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
