Attached for review and consideration is a resolution to extend the existing approval authorized by City Council Resolution Number R-12-546 for trash, recycling and compost cart purchases from Toter, Inc. through the end of FY20. This previous purchase authorization was for one year, with City Administrator authorized to renew the purchase agreement for up to three additional fiscal years, ending in FY16.

There remains a need to maintain a stock of carts for each solid waste program (refuse, recycling, and compost) as the existing carts are aging, and it is expected that there will be a large number of replacements needed as cart failures increase in the coming years. Also, with the anticipated new residential housing developments that will be coming online in the City within the next few years, the amount of carts needed will remain consistent. Staff estimates that the following number of carts will be needed per year for the following four years:

* Recycling Carts: 1,500 carts
* Compost Carts: 400 carts
* Refuse Carts: 600 carts

The previously approved purchase agreement with Toter, Inc. is based on a long-term agreement between Toter, Inc. and the Metro Waste Authority of Des Moines, Iowa. The original Metro Waste Authority Agreement was competitively bid and the current pricing provided in the Metro Waste Authority agreement by an extension dated December 18, 2008, is competitive with Toter, Inc. carts that are provided by the National Intergovernmental Purchasing Alliance (IPA) agreement. The Metro Waste Authority agreement is valid from October 1, 2010 through September 20, 2020. It allows the pricing from the agreement to be extended to other governmental entities.
