Memorandum
Attached please find for your consideration a resolution that authorizes the issuance of a purchase order to Motorola Solutions, Inc. to replace the current analog system radios with digital radios. This replacement is necessary to connect to Michigan's Public Safety Communications System (MPSCS). The MPSCS is a shared, statewide, 800 MHz simulcast radio system. Radios will be purchased through the State of Michigan's MiDeal Contract # 071B2200101 for a total cost of $470,696.96. The State of Michigan will program the radios at no cost to the City of Ann Arbor and there will be no increase in annual maintenance costs by the State.

The current radios are analog and will no longer be supported by Motorola Solutions Inc. leaving the system susceptible to failure. The Ann Arbor Police and Fire Departments have already migrated to the MPSCS and the conversion by Public Services will allow seamless interoperability between all internal departments as well as U of M Public Safety, State Police, and all Washtenaw County Police and Fire Departments. The City has an opportunity to convert to MPSCS using credits offered for a limited time by the County 800 mHz Consortium. Without these credits, the City would be required to pay $250.00 per radio ($48,000.00) for the conversion.

Funding for the replacements are available the appropriate approved FY17 operations and maintenance budgets of the Public Services Area.
