Resolution to Approve Purchase of GlobalCare Support for General Electric Intelligent iFIX SCADA Software ($55,115.38)

Memorandum

Your approval is requested to authorize the purchase of GlobalCare Support for the Water Treatment Services Unit’s General Electric (GE) Intelligentz Platform’s iFIX SCADA software thru FY18 ($55,115.38).  The Water Treatment Services Unit (WTSU) currently uses the GE Intelligent Platform software to operate the computer network system and controls for the water system.  GE is the sole provider of support for the current and legacy systems that are present in our water system.  The WTSU has purchased GlobalCare Support for its SCADA software since its installation in 1996.  This annual service contract is necessary for installation of upgrades and 24-7 service required to ensure reliability of controls for the WTSU treatment plant and distribution system.

 

The estimated cost for FY17 is $26,885.55 and for FY18 is $28,229.83.  Funds are specifically budgeted for this purchase in the approved FY17 Operations and Maintenance Budget for the Water Supply System Fund.  Services for FY18 will be funded by the Water Treatment Services Unit’s operating budget if so approved by Council.

Body

Whereas, The Water Treatment Services Unit uses GE’s Intelligent Platform to collect and analyze all data to manage the water treatment and distribution systems;

 

Whereas, GE is the sole provider of support for the Intelligent Platform software that is compatible with existing hardware;

 

Whereas, Global support is required to manage and run the existing SCADA network; and 

 

Whereas, GE complies with the requirements of Non-discrimination and Living Wage;

 

RESOLVED, That Council approves the purchase of GlobalCare Support for the GE Intelligent iFIX SCADA software for $55,115.38;

 

RESOLVED, That the City Administrator be authorized and directed to enter into a purchasing agreement with General Electric in accordance with this resolution at a projected cost of $26,885.55 in FY17;

 

RESOLVED, That the City Administrator be authorized and directed to enter into a purchase agreement with GE for GlobalCare Support Services in FY18 for an estimated cost of $28,229.83 if deemed in the best interest of the City;

 

RESOLVED, That GlobalCare Support services for FY18 will be funded from the operating budget if so approved by Council; and

 

RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this resolution.
