Memorandum

Attached for your review and approval is a resolution to award a contract to Liquiforce Services (USA) Inc. for a period of three years in the amount of $500,000.00 per year for On-Call Sewer System Services.

 

This contract is necessary to effectively maintain the City’s sewer infrastructure and respond to emergency sewer issues. The City will utilize this contract for services such as sewer cleaning, inspection and rehabilitation as required by the Public Works Unit on an as-needed basis. These services will both supplement activities already performed by Public Works staff and allow the City to perform more advanced maintenance and rehabilitation work.

 

The modern trenchless sewer repair methods provided by this contract will improve levels of service and minimize construction impacts on residents. In the past, City crews would potentially be required to open cut problem areas, whereas the work will now be performed without any surface disturbance. The contract will further provide inspection and testing capabilities to proactively locate sewer system deficiencies and better manage capital planning.

In response to the Request for Proposals (RFP-977), four (4) proposals were received on Thursday, June 16, 2016. A team of staff members reviewed the proposals and selected Liquiforce Services (USA) Inc. based on their professional qualifications, past experience and fees.

 

Liquiforce Services (USA) Inc. complies with the City of Ann Arbor’s Non-Discrimination and Living Wage Ordinances.

 

Budget/Fiscal Impact

 

Dependant on the type of work being performed, funding may be provided from capital, or operations and maintenance budgets. 

 

Capital funding will be provided from the Sanitary Sewer Lining Projects (UT-SN-14-06) and Storm Sewer Lining Projects (UT-ST-14-07) as identified in the FY 2016-2021 Capital Improvements Plan (CIP).

 

Operations and maintenance funding will be provided from the Sewage Disposal System and Stormwater System Operations and Maintenance Budgets.

 

As applicable, funding may also be allocated from the Developer Offset Mitigation (DOM) Program funds.

Whereas, The City issued a Request for Proposals, RFP 977, to identify contractors to provide On-Call Sewer Services for the Public Works Unit;

 

Whereas, Proposals were received by the Procurement Unit on June 16, 2016 and Liquiforce Services (USA) Inc. of Romulus, MI, was selected as most qualified to perform the work identified in RFP-977;

 

Whereas, Funding for this project is included in the approved Sewage Disposal System and Stormwater System capital budgets and the FY17 Sewage Disposal System and Stormwater System operations and maintenance budgets;

 

Whereas, Funding may also be allocated from the Developer Offset Mitigation (DOM) Program funds;

 

Whereas, It is now necessary to enter into a contract with Liquiforce Services (USA) Inc. for the services associated with the project; and

 

Whereas, Liquiforce Services (USA) Inc. complies with the requirements of the City’s Non-Discrimination and Living Wage Ordinances;

 

RESOLVED, That Council approve the award of a three year contract in the amount of $500,000.00 per year to Liquiforce Services (USA) Inc. for On-Call Sewer Services (RFP-977), for a total not-to-exceed amount of $1,500,000.00;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said contract after approval as to form by the City Attorney, and approval as to substance by the City Administrator;

 

RESOLVED, That the City make the following declaration for the purpose of complying with the reimbursement rules of Treasury Regulations 1.150-2 pursuant to the Internal Revenue Code of 1986, as amended, that the City reasonably expects to reimburse itself for expenditures for the costs of the Project with proceeds of Bonds; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
