Memorandum

Attached for your review and approval is a resolution to establish the estimated cost and distribution for new the sidewalk to be constructed as part of the Stone School Road Sidewalk Project (Sidewalk District #47). In accordance with the City’s Non-Motorized Plan and Complete Streets approach, it is proposed to install a new sidewalk to close gaps and provide a continuous pedestrian connection along the west side of Stone School Road from Birch Hollow Drive to Packard Road. The overall project also includes the replacement of a deteriorated asphalt sidewalk on the west side of Stone School Road between Packard and Eisenhower.

 

Budget/Fiscal Impact

Estimated Project Costs are as follows:

Total Cost                                                                  $239,395.00 

 

This work will be included in the 2017 Stone School Road Sidewalk Project (Birch Hollow Drive to Packard Road). The total estimated cost of the project is $239,395 of which $145,288 will be paid from the Federal Surface Transportation Funds. The remaining local share of $94,107 will be paid for by a combination of special assessment, Parks Millage, General Fund, and Risk Management Funds. Below are the estimated Project Revenues:

The City’s ability to use federal funds for this project has created the opportunity for the adjacent property owners to receive the sidewalk improvements at a lower cost and to reduce the city-share non-recoverable funding amount.

 

Maintenance Impact

Routine maintenance, such as snow clearing, will be performed by adjacent property owners; with snow clearing along City Parks being performed by Parks Maintenance. Long term repairs/replacement of sidewalk slabs adjacent to taxable parcels may continue to be performed by the City, such as is currently done under the voter approved sidewalk millage.

 

Special Assessments & Resident Input

As called for in Chapter 13 of City Code, the cost for the addition of new sidewalk where none currently exists is borne by the parcels that benefit from the improvements. Because this is a federal-aid project, up to 80% of the construction cost of the sidewalk will be paid by federal Surface Transportation Funds. The remainder of the costs will be local share.

 

On June 6, 2016 City Council approved Resolution 1 authorizing staff to undertake this work as a special assessment project. Letters were sent to affected property owners that explained the project and the estimated assessment amounts; and provided the opportunity for residents to schedule a meeting or contact staff to discuss any concerns. One resident contacted staff and was in favor of the improved pedestrian access but was concerned with the City Code established timeline for payment of the assessment and requested 2 years of additional time to pay the assessment. 

 

The special assessment amounts will be distributed to the properties in proportion to the length of sidewalk that will be installed fronting each property.

Whereas, Plans and specifications have been prepared for the Stone School Sidewalk Project, District #47;

 

Whereas, In accordance with Chapter 13 of City Code, the cost for the addition of new sidewalk is borne by the benefitting parcels;

 

Whereas, A construction estimate and appropriate funding sources have been established; and

 

Whereas, Federal Funds are available to fund a portion of the construction costs;

 

RESOLVED, That the City Council determines the cost of said sidewalk improvement, including all incidentals, to be $239,395.00, and that of said cost, the sum of $94,107.00 be a local share;

 

RESOLVED, That, of the local share, $7,378.00 be paid by special assessment upon the properties specially benefited;

 

RESOLVED, That the following described lots and parcels of land be designated as constituting the special assessment district against which the cost of said improvement shall be assessed and levied pursuant to Sections 1.274 and 1:275 of the City Code: SEE ATTACHED; and

 

RESOLVED, That the City Assessor is hereby directed to prepare a special assessment roll in accordance with the foregoing determinations of the City Council and to file the same, together with his certificate attached thereto, with the City Clerk for presentation to the City Council.
