Memorandum
The attached resolution ratifies the emergency purchase order authorization for the facility evaluation and temporary operating services of the City owned Material Recovery Facility (MRF) and Transfer Station. As provided in City Code 1:317, the Public Service Area received an emergency approval for temporary services with Waste Management of Michigan, Inc.

The termination of the contract with the on-site operator of the City owned Material Recovery Facility on July 7, 2016, which ended their services on July 11, 2016, resulted in the emergency need for facility recycling processing service. Waste Management is a current contractor in good standing with the City and was able to provide these services on an emergency basis. We are seeking ratification of the emergency purchase order authorized to Waste Management of Michigan, Inc. for the six-week temporary operation and evaluation of the facility. During the six-week period, the facility safety concerns will be addressed and a short-term operating agreement will be finalized. The short-term operating agreement will be brought forward for Council's deliberation for the August 15, 2016 meeting.

Waste Management complies with the City's non-discrimination and living wage ordinances.
