Resolution to Close South State Street Between William and Liberty for the State Street Midnight Event on July 31 - August 1, 2016

Attached for your consideration is a request from the State Street Association and M-Den to close South State Street Between William and Liberty Streets on Sunday, July 31, 2016 from 9:00 PM until 2:30 AM on Monday, August 1, 2016. The M-Den plans to open at midnight on August 1 to begin sales of the newly branded University of Michigan/Nike wear. It is anticipated that there will be lines of people beginning early in the day. Closing the street will not only provide for participant safety, but will also allow for a celebration of the end of the Adidas contract and the beginning of the Nike contract which will occur at midnight. The additional time will be used for set-up and clean-up. Details regarding entertainment are still being worked out but it is anticipated that the UM Pep Band (25-30 members), cheerleaders and drill team will perform beginning at 10:00 PM.
The State Street Area Association is notifying impacted businesses through the Association membership, M-Live and face-to-face contact. Notification will also be provided by the City's website and GovDelivery. .
