Memorandum
We recommend your approval of the attached resolution authorizing a contract in the amount of $35,906.00 with Maurer's Textiles, for the provision of uniform laundry and rental services and floor mat rental services through June 2010.  Additionally the resolution authorizes a contract in the amount of $27,750.00 with Tyndale Company, Inc. for the purchase of clothing through a managed program for the remainder of this fiscal year.  The Resolution also authorizes an option to extend the contracts for Maurer's Textile and Tyndale Company, Inc. for additional one-year periods, upon approval by the City Administrator, for a total of $278,158.00 to Maurer's Textile and $108,506.00 to Tyndale Company, Inc. over the next four years and 7 months with the same terms and conditions subject to the annual appropriation of funds.  The contracts will be in the form of a standard services purchase order.
 
The contract with Maurer's Textile will cover the cleaning and rental of uniforms for approximately 120 employees in the Public Services Area and floor mat rental for the Guy C Larcom Bldg, W.R. Wheel Service Center, Water Treatment Plant, Waste Water Treatment Plant, and the Airport.
 
The contract with Tyndale Company, Inc. will provide for purchase of clothing specified under Public Services Unit dress codes and personal protective equipment requirements for an estimated 50 employees not supplied rental uniforms.  For employees subject to arc flash exposure, state regulation requires flame resistant clothing as personal protection.  
 
Requests for bids where mailed out and posted online. Three qualified bids were received for the uniforms and mat rental sections of the bid. Maurer's Textile was the lowest responsive bidder.  Tyndale Company, Inc was the sole responsive bidder under the managed clothing purchasing program.  The managed clothing purchasing program replaces the administrative work effort and expense associated with ordering and returning work attire that has occurred to date.  The program enables employees to order approved items directly from the vendor up to an individually authorized expenditure level.  The vendor maintains an on-line database that employees view for self managing their purchases while the City can access to view the status of employee accounts. The City will be billed monthly for purchases made.
 
Funding for these services is included in the approved budgets of the Public Services Area Units for FY09.
 
Maurer's Textiles received Human Rights and Living Wage approval on October 23, 2008, and Tyndale Company, Inc. received Human Rights and Living Wage approval on October 23, 2008.

Whereas, Tyndale Company, Inc. was the sole responsible bidder for a managed clothing purchasing program in ITB # 3909;
 
Whereas, Funding for these services is available in the operating budgets of the Public Services Area, Service Units;
 
Whereas, Maurer's Textile received Human Rights and Living Wage approval on October 22, 2008; and
 
Whereas, Tyndale Company, Inc. received Human Rights and Living Wage approval on October 23 2008;
 
RESOLVED, That City Council approve the issuance of a purchase order to Maurer's Textile for uniform laundry and rental services and floor mat rental service in the amount of $35,906.00 through June 2010 with the option to extend the contract for three additional one-year periods, upon the approval of the City Administrator for a total of $278,158.00 over five fiscal years;
 
RESOLVED, That City Council approve the issuance of a purchase order to Tyndale Company, Inc. for the purchase of clothing through a managed program in the amount of $27,750.00 for fiscal year 2009 with the option to extend the contract for four additional one-year periods, upon the approval of the City Administrator for a total of $108,506.00 over five fiscal years; and
 
RESOLVED, That the City Administrator is authorized to take all necessary actions to implement this resolution.
