Memorandum
Attached for your review and consideration for approval, please find a resolution to authorize the award of a construction contract to Scodeller Construction, Inc. in the amount of $220,436.15 for the sealing of cracks on various major and local streets located throughout the City.
Scope and Schedule
This project consists of crack sealing approximately twenty-four miles of major streets and fifteen miles of minor (local) streets throughout the city to maintain and preserve them in good condition. Respective lists showing the proposed major and local street work locations are attached for reference. Construction is scheduled to begin in late June and to be completed by late September 2016. The exact schedule for each street will be adjusted to best coordinate with scheduled City events, such as Art Fair, U of M home football games, and other construction projects.
Bidding
The proposed work was advertised for bid on City’s procurement webpage and on the Michigan Inter-governmental Trade Network (MITN) website with the bidding documents being available to interested contractors. Two bids were received and opened on May 2, 2016. The lowest responsible bid in the amount of $220,436.15 received from Scodeller Construction, Inc. is 49.62% lower than the Engineer's Estimate of $444,259.43. A tabulation of the bids is attached.

This project includes the previously appropriated supplemental funding from the Major Street Fund (R-14-161) to address severe winter infrastructure damage, and includes the planned annual program. It will have no additional operational impacts.
Maintenance of Traffic
Traffic will be maintained on major streets utilizing lane closures and traffic shifts. Work on the local streets will be done part width using a moving work zone operation with flag control to maintain traffic. For all the streets, access to driveways and side streets will be maintained to the full extent possible during the construction activities.
Public Outreach
Advance construction notice will be provided to residents and business owners affected by this project. The public will also be notified of any temporary traffic control impacts on major streets.
Scodeller Construction, Inc. complies with the City of Ann Arbor Non-Discrimination and Living Wage Ordinances.

Whereas, The approved Street Millage Capital Budget and the previously appropriated funds from the Major Street Fund to address severe winter infrastructure damage includes funding for the Street Crack Treatments - 2016 project;
Whereas, The Street Crack Treatments - 2016 project consists of crack sealing approximately twenty-four miles of major streets and fifteen miles of minor (local) streets located throughout the City;
Whereas, The Street Crack Treatments - 2016 project is necessary to maintain and preserve streets in good condition within the City of Ann Arbor;
Whereas, Competitive bids were received by the City’s Procurement Office on Monday, May 2, 2016, and Scodeller Construction, Inc. was the lowest responsible bidder at $220,436.15;
Whereas, The contract proposal sets forth the services to be performed by said company, and the payments to be made by the City therefore, all of which are agreeable to the City;
Whereas, It is now necessary to enter into a Contract with said company for said construction project; and
Whereas, Scodeller Construction, Inc. complies with the City of Ann Arbor Non-Discrimination and Living Wage Ordinances.
RESOLVED, That a contract in the amount of $220,436.15 be awarded to Scodeller Construction, Inc. for the construction of the Street Crack Treatments - 2016 project;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said contract after approval as to form by the City Attorney and approval as to substance by the City Administrator;
RESOLVED, That a contingency amount of $25,000.00 be established within the project budget and that the City Administrator be authorized to approve additional change orders to the construction contract with Scodeller Construction, Inc., not to exceed $25,000.00 in order to satisfactorily complete this project; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
