Resolution to Approve FY 17 and FY 18 Allocations to Non-Profit Entities for Human Services ($1,247,529.00 General Fund)
Memorandum
Attached for your consideration is a resolution to approve FY 17 General Fund allocations to non-profit entities for human services, totaling $1,247,529. The FY 18 awards in these same amounts are contingent on City Council’s approval of the FY 18 budget next year.
On March 10th, 2016 through Resolution R-16-064, the City approved a continuation of the coordinated funding process for human services funding in partnership with the City of Ann Arbor, the Ann Arbor Area Community Foundation, the United Way of Washtenaw County, the Washtenaw Urban County, the RNR Foundation, and the newest partner, Saint Joseph Mercy Health-Ann Arbor.
This coordinated funding process includes a Coordination/Planning funding process (United Way, Ann Arbor Area Community Foundation, and RNR Foundation funding), a Capacity Building funding process (United Way, Ann Arbor Area Community Foundation, and RNR Foundation funding), and a Program Operations funding process (City of Ann Arbor, Washtenaw County, Washtenaw Urban County, United Way, Ann Arbor Area Community Foundation funding, and Saint Joseph Mercy Health - Ann Arbor) in which each process is informed by the others and funders collaborate to ensure efficient and effective investment of both public and private human services funding. The final allocation of resources and approval of funding recommended in each of these processes, however, remains under the authority of each partner’s governing board.
Through the partnership and process described in Resolution R-16-064 and the frequently asked questions attached, the program Coordinated Funding staff is recommending that a total of $4,606,257 be allocated annually to 38 agencies operating 63 programs, in addition to 4 programs receiving directed investments, in the following manner:

Whereas, Ann Arbor City Council, the Ann Arbor Area Community Foundation Board of Directors, the United Way of Washtenaw County Board of Directors, the Washtenaw County Board of Commissioners, the Washtenaw Urban County Executive Committee, and the RNR Foundation Board of Directors approved a coordinated Funding process in the fall of 2013 for FY 15 and FY 16 human services funding;
Whereas, the City of Ann Arbor has reaffirmed this collaboration through Resolution R-16-064 which directed staff to utilize the Coordinated Funding model for identify allocations for human service investments for FY 17;
Whereas, Coordinated Funding staff recommend the allocation of $1,247,529.00 in City General Funds, $1,650,000.00 in United Way Funds, $1,015,000.00 in Washtenaw County General Funds, $274,907.00 in Washtenaw Urban County CDBG, $165,000.00 in Ann Arbor Area Community Foundation funds, and $250,000.00 in Saint Joseph Mercy Health Ann Arbor funds, to local non-profit human services agencies for FY 17, which assumes no change from FY 16 allocations;
Whereas, Ann Arbor City Council, the Ann Arbor Area Community Foundation Board of Directors, the United Way of Washtenaw County Board of Directors, St. Joseph Mercy Health Ann Arbor, the Washtenaw County Board of Commissioners, and the Washtenaw Urban County Executive Committee retain the authority to approve their own allocations; and
Whereas, Ann Arbor City Council, the Ann Arbor Area Community Foundation Board of Directors, the United Way of Washtenaw County Board of Directors, St. Joseph Mercy Ann Arbor Board of Directors, the Washtenaw County Board of Commissioners, and the Washtenaw Urban County Executive Committee have committed to allocating Program Operations funding allocations in partnership with each other;
RESOLVED, That the Mayor and City Council approve the following annual allocations from the General Fund for FY17, and FY18 contingent on approval of human services funding in the FY 18 budget, to the non-profit entities listed below:

RESOLVED, That the Mayor and City Council authorize the City Administrator to direct the Washtenaw County Office of Community & Economic Development to negotiate contractual agreements with the funded entities, and with the coordinated funders as necessary, to provide the entities with an integrated coordinated funder contract, subject to approval as to substance by the City Administrator, and approval as to form by the City Attorney; and
RESOLVED, this integrated coordinated funder contract may be achieved through delegation of contracts and administration of funds to Washtenaw County on the City’s behalf, subject to approval of the City Administrator and City Attorney; and
RESOLVED, That the Mayor and City Council support the United Way of Washtenaw County Board of Directors, the Washtenaw Urban County Executive Committee, the Washtenaw County Board of Commissioners, Saint Joseph Mercy Health - Ann Arbor, and the Ann Arbor Area Community Foundation Board of Directors in their coordinated funding recommendations below:

RESOLVED, That all projects funded by these grant funds shall give priority to extremely low-, very low- and low-income residents and that performance by the non-profit entities will be monitored by the Office of Community & Economic Development;
RESOLVED, That the Mayor and City Clerk be are authorized and directed to execute integrated funder service contracts, after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
RESOLVED, That the City Administrator, or his designee, is authorized to take necessary administrative actions and to execute any documents necessary to complete this transaction and to implement this resolution.
