Resolution to Approve the Purchase of Three Automated Side Loading Refuse Trucks from Fredrickson Supply, LLC. (CoPro+ Cooperative Purchasing Contract) ($970,497.00)

Memorandum

The attached resolution authorizes the purchase of three 2017 Mack LR truck chassis each with a Labrie model Expert 31 yard Long Reach Helping Hand packer body at $323,499.00 each for a total cost of $970,497.00 through the Michigan Association of Counties’ CoPro+ cooperative purchasing program (contract # 2014-WR-060-FS).

 

The side loading refuse trucks are all single arm units that are used for residential refuse collection. The trucks have one arm that extends from the curb side of the truck with 120 inches of reach for grabbing and emptying carts. The arms are joystick controlled from the cab of the truck which allows for a single operator on each collection route.

 

The new units will replace the following: #8637, a 2010 unit that has been in service for 7 years with 10,339 hours of operation. Over its service life, the total repair cost of the vehicle has exceeded 139% of its original purchase price; #8638, a 2010 unit that has been in service for 7 years with 8,872 hours of operation. Over its service life, the total repair cost of the vehicle has exceeded 144% of its original purchase price; and #8639, a 2010 unit that has been in service for 7 years with 9,958 hours of operation. Over its service life, the total repair cost of the vehicle has exceeded 112% of its original purchase price.

 

The trucks being replaced have reached or exceeded the life expectancy of the engine hours. An engine failure would cost an estimated $15,000.00 to $20,000.00. In addition, many of the automated arms need to be rebuilt or replaced costing between $20,000.00 and $25,000.00 each. The time out of service for a major repair would also have a negative impact on the Field Operation Unit’s ability to properly manage their collections routes.

 

The Fredrickson Supply, LLC of Grand Rapids, MI was awarded Contract Number 2014-WR-060-FS by the Michigan Associations of Counties’ CoPro+ cooperative purchasing program for Refuse Trucks.

 

The Fleet & Facility Unit has budgeted adequate funds for this purchase.

Fredrickson Supply, LLC complies with the requirements of the City’s non-discrimination ordinance.

Whereas, The Fleet & Facility Unit needs to purchase replacement refuse trucks for the City’s fleet;

 

Whereas, Competitive bids were received by the Michigan Association of Counties’ CoPro+ cooperative purchasing program;

 

Whereas, Fredrickson Supply, LLC of Grand Rapids, MI, received the contract for Refuse Trucks; and

 

Whereas, Fredrickson Supply, LLC complies with the requirements of the City’s Non-Discrimination Ordinance.

 

RESOLVED, That City Council approve the issuance of a purchase order to Fredrickson Supply, LLC in the amount of $970,497.00 for the purchase of three 2017 Mack LR chassis with Labrie 31 yard automated side loading packer bodies;

 

RESOLVED, That funding in the amount of $970,497.00 comes from the FY 2017 Fleet and Facility Unit’s approved budget with the funds to be available without regard to fiscal year;

 

RESOLVED, That the units being replaced, nos. 8637, 8638 and 8639 be sold at the next City vehicle auction after delivery of new units; and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
