Memorandum

Attached for your review and consideration, please find a resolution to approve a contract agreement between the City of Ann Arbor and the Michigan Department of Transportation (MDOT) for the reconstruction of a Gallup Park segment of the Border to Border Trail. The agreement defines the cost sharing of the construction, as well as each party’s rights and responsibilities, and is required for the project to receive its share of federal funding from the Transportation Alternatives Program (TAP).

 

The Gallup Park Border to Border trail reconstruction project consists of the removal and replacement of the trail at a 10’ width from the parking lot west of Huron Parkway to Dixboro Road, including  barrier free access from the parking lot to the trail, bicycle parking, culvert improvement, restoration, permanent signage, and pavement marking at the parking lot. The trail is currently 8’ wide, and in poor condition. The trail is heavily used by pedestrians and bicyclists. The reconstruction project would bring the pathway into American Association of State Highway and Transportation Officials (AASHTO) compliance.

 

Construction is expected to begin by mid-July, and be completed by September, 2016.

 

Completed plans were submitted to MDOT in February of 2016, and the project was advertised in April for the May 6, 2016 MDOT bid letting. This memorandum and resolution were prepared prior to the letting date, so bid results were not available. MDOT will award a contract to the qualified low bidder and administer the contract. Stantec Consulting is acting as the Project Engineer, and the City is managing the project administration.

 

The engineer’s estimate for the project’s construction is $699,100.00. The estimated total cost of the project is $862,308.00. In total, the City will be receiving $447,500.00 in federal funds for this project. The federal funding will be used to fund participating construction expenses. The City will be funding its share of the construction costs and the design, construction engineering, and material testing costs. Funding for this project is available from the Parks Maintenance and Capital Improvements Millage approved budget.

Whereas, The City was awarded a grant from the Transportation Alternatives Program to reconstruct the Border to Border Trail in Gallup Park from the parking lot west of Huron Parkway to Dixboro Road;

 

Whereas, The federal funding will be used to fund participating construction expenses and the City will be funding its share of the construction costs and the design, construction engineering, and material testing costs

 

Whereas, Funding for the City share of the project is available from the approved Park Maintenance and Capital Improvements Millage FY 2016 budget; and

 

Whereas, It is necessary to approve the cost sharing agreement with the Michigan Department of Transportation so that the project can proceed;

 

RESOLVED, That City Council approve the cost sharing agreement with the Michigan Department of Transportation (Contract No. 16-5187) for reconstruction of the Gallup Park segment of the Border to Border Trail as described above

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute Michigan Department of Transportation Contract No.16-5187 for the Gallup Park segment of the Border to Border Trail, following approval as to substance by the City Administrator, and approval as to form by the City Attorney; and

 

RESOLVED, That Council authorizes the City Administrator to take the necessary administrative actions to implement this resolution.
