Memorandum

Attached for your review and approval, please find a resolution that approves a construction contract between Lacaria Concrete Construction, Inc. and the City of Ann Arbor for the Broadway/Division/Detroit Street Planter Wall and Sidewalk Repair Project. 

 

Budget/Fiscal Impact

The estimated total cost of the project is $80,000.00.  The work of this project will be interim funded through Fund 0062 (the Street Resurfacing Millage) until the City recovers its cost from the insurance company that is representing the driver of the vehicle that damaged the wall. 

 

Project Description

The Broadway/Division/Detroit Street Planter Wall and Sidewalk Repair Project is a minor project that was necessary due to an accident that occurred on September 22, 2015 when a motorist lost control of their car and struck the southeast corner of the planter wall island that separates North Division/Broadway at the west end of the Broadway Bridge over Depot Street and the Norfolk Southern Railroad tracks and badly damaged it. In order to repair the wall, it is necessary to remove and replace about 14.5 lineal feet of the cast-in-place concrete retaining wall, an adjoining portion of the concrete slope paving, the sidewalk and ramps next to the wall, and restore the area to its pre-construction condition.

 

The Project Management Services Unit had plans and contract documents prepared for this work and bid the project through the City’s Procurement Unit following our standard procedures. On April 20, 2016, three bids were received for this work. Lacaria Concrete Construction, Inc. of Detroit Michigan was the lowest responsible bidder with a bid amount of $55,078.00. A tabulation of the bids received is as follows:

The Engineer’s Estimate for the project’s construction is $33,737.50. Upon review of the bids received, it appears that this bid continues the trend of escalating construction prices due to the amount of work that is now being performed within the industry.  Consequently, staff recommends awarding this contract to Lacaria Concrete Construction, Inc. as re-bidding this project will, most probably, not result in a reduction of the price of the work and will not allow the City to collect the funds from the motorist’s insurance company before the deadline for pursuing the claim has expired.

 

Construction is expected to start within 10 days of contract award and be completed by July 30, 2016.  During the performance of the work it will be necessary to reduce North Division and Broadway/Beakes Streets in the vicinity of the project to one lane in each direction in order to allow the contractor sufficient room to perform the work.

Whereas, The project will reconstruct the damaged portion of the retaining wall and concrete slope paving, replace the sidewalk and sidewalk ramps that are necessary to be repaired to replace the retaining wall, and restore the area to its pre-accident conditions;

 

Whereas, The cost of this work will be interim funded through the Street Resurfacing Millage (Fund 0062) and the City will seek to have its costs for this work reimbursed by the driver’s insurance company in FY17 when the costs associated with this work have been compiled;

 

Whereas, The City of Ann Arbor received three bids for this work on April 20, 2016 and Lacaria Concrete Construction, Inc. of Detroit Michigan was the lowest responsible bidder for this work with a bid amount of $55,078.00;

 

Whereas, It is now necessary to enter into a contract with Lacaria Concrete Construction Company, Inc. for the performance of this work; and

 

Whereas, Lacaria Concrete Construction Company, Inc. complies with the City’s Non-Discrimination and Living Wage Ordinances;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute a construction contract with Lacaria Concrete Construction Company, Inc. in the amount of $55,078.00, following approval as to substance by the City Administrator, and approval as to form by the City Attorney;

 

RESOLVED, The City Administrator be authorized to approve the needed Traffic Control Orders and other similar administrative approvals to allow the work of the project to proceed without delay; and

 

RESOLVED, That Council authorizes the City Administrator to take the necessary administrative actions to implement this resolution.
