Memorandum

The attached resolution authorizes the purchase of a 2016 Elgin Pelican series street sweeper, for the total amount of $207,309.10, from Bell Equipment Company, Lake Orion, Michigan.  This unit will replace a 2007 street sweeper used by the Public Services Area, Field Operations Unit that has been in service ten years and has 3,452 hours of use. 

 

The Field Operations Unit currently operates a fleet of four mechanical (Pelican series) street sweepers and one vacuum street sweeper.  The four Pelicans are used to pick up the larger items and the majority of small debris.  The vacuum sweeper is used as a second or “finishing” sweeper to pick up the small debris that the mechanical sweepers cannot pick up.

 

The four mechanical sweepers are comprised of two that require water to be sprayed on the roadway to keep the dust down during the sweeping operation and two “‘waterless” units. The Field Operations Unit has requested that the unit being replaced, a waterless unit, be replaced with a unit that sprays water. While both types of sweepers are needed to maintain the City’s streets, a water based unit provides a healthier atmosphere for residents and operators by reducing airborne dust generated in the sweeping process. During the spring cycle of sweeping, excessive dust overwhelms the filtration capacity of the unit which increases maintenance time and reduces the machines availability for use.  Since there are no backup or spare sweepers in the Fleet, this down time is problematic.

 

All of the City of Ann Arbor’s street sweepers are Elgins and parts are interchangeable, which allows a substantial reduction in parts inventory. 

 

Bell Equipment Company was awarded the bid for Street Sweeper by the State of Michigan through its MiDeal Cooperative Purchasing Program.

 

The Fleet and Facility Unit and the Major Street Fund have budgeted adequate funds for this purchase.  Bell Equipment Company complies with the requirements of the City’s non-discrimination ordinance.

Whereas, The Fleet & Facilities Unit needs to purchase a replacement Elgin street sweeper for the City’s fleet;

 

Whereas, It is in the City’s best interest to continue to standardize street cleaning equipment;

 

Whereas, Bell Equipment Company was awarded the bid for Street Sweeper by the State of Michigan through its MiDeal Cooperative Purchasing Program; and

 

Whereas, Bell Equipment Company complies with the requirements of the City’s Non-Discrimination Ordinance;

 

RESOLVED, That City Council approve the issuance of a purchase order to Bell Equipment Company for the purchase of one 2016 Elgin Pelican street sweeper in the amount of $207,309.10;

 

RESOLVED, That $147,915.00 for this purchase comes from the FY2017 Motor Equipment budget with funds to be available without regard to fiscal year;

 

RESOLVED, That the remaining $59,394.10 come from the FY2017 Major Street Fund with funds to be available without regard to fiscal year;

 

RESOLVED, That the sweeper being replaced (no. 4748) sold at the next City vehicle auction; and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
