Your approval is requested to approve a service agreement in the amount of $68,278.71 with Earthcom, Inc. (Earthcom) to provide, install, test and optimize a Distributive Antenna System (DAS) at the City's Wastewater Treatment Plant (WWTP).

WWTP staff utilizes Verizon Wireless (Verizon) cellular phones for intra-plant communications as well as to receive equipment alarms and various citizen notifications on a 24-hour basis. The cellular signal in the new Administration Building, Solids Handling Building and West Plant and East Plant buildings is so poor that calls are missed. Missed calls could result in poor responses to critical situations and potential discharge permit violations or delays in responding to time critical citizen concerns. With the assistance of the City's Information Technology Services Unit, WWTP staff requested Verizon to investigate the cell phone signal strength throughout the WWTP and develop a scope of services to correct this problem.

Verizon developed a scope of services and solicited proposals for this work from companies that are authorized and understand Verizon's requirements for working on its network. Proposals were received from Earthcom, Extreme Engineering and KLA Laboratories, Inc. WWTP staff reviewed these proposals and determined Earthcom had the lowest cost among the three qualified companies to provide the requested services.

Earthcom complies with the City's Non-Discrimination and living wage requirements. The standard agreement for services without modification will be used for this contract between the City and Earthcom.
