Resolution to Approve a Contract with Blue Star, Inc. for Property Demolition, Clean Up and Site Restoration at 3013 Huron River Drive ($93,300.00)

Memorandum

Attached for your review and action is a resolution to approve a $93,300.00 contract with Blue Star Inc. to demolish an abandoned house, remove debris and contaminated soil, and restore the park property at 3013 Huron River Drive.

 

The property is approximately 24.45 acres, a portion of which runs along the Huron River, and is adjacent to other City-owned property. On the west side of Huron River Drive, the property is partly wooded with steep slopes and grasslands.  The property was donated to the City and included an endowment in the amount of $476,115.99, part of which will be used to demolish the house, remove debris and contaminated soil, and restore the area so that the site can open for public use.   The property drive is currently chained shut and signed as not open to the public.

 

Last year, the City bid the project and awarded it to a contractor who failed to commence the work, resulting in the need to rebid the project. Three bids were received by the City for this project:

 

Blue Star, Inc.                     $93,300.00*

E.T. Mackenzie Company                     $99,990.00

Homrich, Inc.                     $116,300.00

 

*Lowest responsible bidder.

 

Staff is recommending awarding a contract to Blue Star, Inc., Inc. in the amount of $93,300.00 to perform demolition and restoration services.  A 10% construction contingency ($9,330.00) is requested to cover potential contract change orders to be approved by the City Administrator.  It is requested that a $102,630.00 contract and contingency amount be approved for the life of the project without regard to fiscal year.

 

The Park Advisory Commission recommended approval of this contract at their May 17, 2016 meeting.

Whereas, The City acquired property at 3013 Huron River Drive through a donation to be used as parkland;

 

Whereas, The property contains structures and debris that need to be removed prior to allowing public access;

 

Whereas, The property donation included a fund for maintenance and upkeep of the property which will be used to complete this work;

 

Whereas, The project was bid a year ago, and the contractor failed to commence the work; and

 

Whereas, The project was rebid, and Blue Star, Inc. submitted the lowest responsible bid to provide the demolition and restoration services;

 

RESOLVED, That City Council approve a contract with Blue Star, Inc. to demolish the structures, clean and restore the site, and approve a construction contingency of $9,330.00 (10%) to cover potential contract change orders for a total contract amount of $102,630.00 for the life of the project without regard to fiscal year;

 

RESOLVED, That the City Administrator be authorized to take all necessary administrative actions to implement this resolution including the authority to approve change orders within the approved contingency; and

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the contract after approval as to substance by the City Administrator and approval as to form by the City Attorney.
