Resolution to Approve a Professional Services Agreement for Construction Materials Testing with Professional Services Industries, Inc. for the Springwater Subdivision Improvements Project - Phase II (RFP No. 960, $54,088.00)

Memorandum

Attached for your review and approval is a resolution to authorize a Professional Services Agreement with Professional Services Industries, Inc. (PSI) for construction materials testing services in the amount of $54,088.00 for the Springwater Subdivision Improvements Project - Phase II Project.

 

Construction materials testing includes the in-place and laboratory testing of aggregates, concrete, asphalt and other materials to assure that materials are in conformance with project specifications. 

 

BUDGET/FISCAL IMPACT

The FY 2016-2021 Capital Improvements Plan (CIP) includes the Springwater Subdivision Improvements Project - Phase II & III.  Funds for the requested services are available in the Springwater Subdivision Improvements Project - Phase II.

 

This project consists of the reconstruction of Redwood Avenue from Cardinal Avenue to Springbrook Avenue; Nordman Avenue from Redwood Avenue to Sharon Drive; and Springbrook Avenue from Packard Road to Sharon Drive.  In addition to the street reconstruction, the project also includes replacing the existing water main and performing stormwater system improvements, including construction of sand filters, within the Springbrook Avenue, Redwood Avenue and Nordman Avenue rights-of-way. The project is expected to begin in June 2016 and be completed in the fall of 2016.

 

Six firms submitted proposals for the required construction materials testing services. Project Management staff evaluated the proposals and selected PSI based on the proposal, staff qualifications, past involvement with similar projects, and cost. PSI complies with the City’s non-discrimination and Living Wage ordinances.

Whereas, It is necessary to retain a qualified testing firm to perform construction material testing services for the Springwater Subdivision Improvements Project - Phase II;

 

Whereas, Proposals were received by Procurement and evaluated by Project Management staff on the basis of staff qualifications, past involvement with similar projects, proposed work plan, and cost;

 

Whereas, Professional Services Industries, Inc. of Plymouth, Michigan has submitted to the City a proposal for the necessary services, setting forth the services to be performed by said firm and the payments to be made by the City therefore, all of which are agreeable to the City;

 

Whereas, Professional Services Industries, Inc. complies with the City’s Non-discrimination and Living Wage ordinances; and

 

Whereas, The required funds for the construction materials testing services are available in the project budget for the Springwater Subdivision Improvements Project - Phase II.

 

RESOLVED, That a Professional Services Agreement with Professional Services Industries, Inc. in the amount of $54,088.00 be approved for construction materials testing services for the Springwater Subdivision Improvements Project - Phase II;

 

RESOLVED, That a contingency amount of $5,000.00 be established within the project budget and that the City Administrator be authorized to approve additional change orders to the Services Agreement with Professional Services Industries, Inc., not to exceed $5,000.00 in order to satisfactorily complete this project;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to form by the City Attorney and approval as to substance by the City Administrator; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
