Resolution to Approve City Administrator Contract

Whereas, On April 18, 2016, the City Council authorized and directed the Human Resources Director to offer the position of City Administrator to Howard Lazarus, contingent upon completion of a successful background check;
Whereas, On April 18, 2016, the City Council also authorized Mayor Christopher Taylor, with the assistance of the Human Resources Director to negotiate a proposed contract for Howard Lazarus to serve as the City Administrator;
Whereas, A contract has been negotiated and a proposed agreement has been reached with Howard Lazarus.
Whereas, A background check is being conducted and is anticipated to be completed within two weeks;
Whereas, Howard Lazarus has served the City of Austin, Texas, as Director of Public Works from 2008 to present being responsible for a 720-person department delivering planning, design and execution of the Austin capital improvement program with a value of over $2 billion; development and oversight of an annual operating budget of $91 million; maintenance of over 7,800 miles of roadway, inspection and repair of bridges; and planning and implementation of bicycle, pedestrian and child safety programs; and
Whereas, The Council Administration Committee has reviewed the proposed Employment Agreement and recommends its approval;
RESOLVED, That City Council approves the Employment Agreement between the City of Ann Arbor and Howard Lazarus contingent upon the completion of a successful background check.; and
RESOLVED, That the Mayor and City Clerk are authorized to execute the contract on behalf of the City after approval as to form by the City Attorney.
