Resolution to Approve the Purchase of One Toolcat Utility Machine from the Bobcat Company (State of Michigan MiDeal Contract) ($63,105.64)

Memorandum

The attached resolution authorizes the purchase of one 2016 Toolcat model 5610 G Series utility work machine with a 68” angle broom attachment and a 72” snow V-blade attachment at a total cost of $63,105.64 through the State of Michigan’s MiDeal cooperative purchasing contract (contract # 071B0200331).  The Toolcat will replace both a utility tractor and a mini pickup that were used for snow removal operations.

 

The Field Operations Unit of the Public Services Area uses utility tractor #6763, a 2002 Kubota Tractor with a broom attachment, in its park maintenance operation. The utility tractor has been in service for 14 years and has 328 hours of operation. Over its service life it has averaged one breakdown every two months and the cost of repairs has exceeded 166% of its purchase price. The utility tractor is scheduled for replacement in FY2017.

 

The Field Operations Unit of the Public Services Area uses truck # 6289, a 2008 Chevrolet Colorado with a snow plow, in its park maintenance operations. The mini pickup has been in service for 7 years and has 3,912 hours of operation. It averages 0.51 repair work orders per month and the cost of repairs has exceeded 161% of its purchase price. The Fleet Service Supervisor rated this vehicle a 5. The mini pickup was scheduled for replacement in FY2016.

 

The Toolcat will be equipped with a Tier 4 diesel engine. The Tier 4 engine is the cleanest class of off road engine available. The purchase follows the goals and guidelines of the City’s Green Fleet Policy.

 

The Bobcat Company was awarded Contract Number 071B0200331 by the State of Michigan as part of the MiDeal cooperative purchasing program.

 

Adequate funds for this purchase are available in the FY2016 Fleet & Facility Unit budget. 

 

The Bobcat Company complies with the requirements of the City’s non-discrimination ordinance.

Whereas, The Fleet & Facility Unit needs to purchase replacement equipment for the City’s fleet;

 

Whereas, Competitive bids were received by the State of Michigan;

 

Whereas, The Bobcat Company, received the contract for Agricultural, Grounds and Roadside Equipment; and

 

Whereas, The Bobcat Company complies with the requirements of the City’s Non-Discrimination Ordinance;

 

RESOLVED, That City Council approve the issuance of a purchase order to the Bobcat Company in the amount of $63,105.64 for the purchase of one 2016 Toolcat model 5610 G-Series, a 68” angle broom attachment and a 72” snow V-blade plow;

 

RESOLVED, That the $63,105.64 come from the FY 2016 Fleet and Facility Unit’s approved budget with the funds to be available without regard to fiscal year;

 

RESOLVED, That the units being replaced, nos. 6289, 6363, 6422 and 6763 be sold at the next City vehicle auction after delivery of new units; and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
