Resolution to Approve the Purchase of Water Meters, and Automatic Meter Reading Equipment and Supplies from Elster AMCO Water, Inc. ($175,000.00)

Attached is a resolution to authorize a purchase order in the amount of $175,000.00 to Elster AMCO Water, Inc. Elster AMCO Water, Inc., was selected by the city as the vendor for Automatic Meter Reading (AMR) water meters and supplies. Elster AMCO Water, Inc., was issued a purchase order in the amount of $78,680.00 in September 2007 (R-07-433). The inventory of water meters and AMR equipment and supplies that were purchased is now depleted. The 2007 purchase order included discounted pricing of the AMR equipment, so the prices will increase after the December 2008 expiration date. Approval of this purchase order will allow us to purchase water meters and AMR equipment and supplies under the same terms and at the discounted prices.
RFP #540 was issued in July 2002 for the AMR solutions project. It was determined that it was advantageous to work with a single vendor that could provide absolute encoded meters, digital register meters and electronic meters for the projects. Elster AMCO Water, Inc., was selected as the equipment vendor for the AMR solution project.
The water meters and AMR equipment and supplies to be purchased will be used for operations and maintenance (O&M) requirements such as new meter accounts or to replace non-warranty meters. Approval of this purchase order will also allow us to have a meter inventory for O&M purposes for the next two years or longer.
Sufficient funds have been budgeted in the approved FY09 Public Services Area, Field Operations Unit Water Supply System (0042) and Sewage Disposal System (0043) operating budgets.
Elster AMCO Water, Inc., received Human Rights Contract Compliance approval on October 8, 2008.
