Resolution to Approve the Conversion of Ann Street between 5th Ave. and Division St. to One Way (eastbound)

Memorandum

Due to the construction of the Courts - Police facility commencing early 2009, public parking space at the City Hall lot will be dramatically reduced.  The conversion to one way will allow for a better traffic flow and an increased number of spaces to be arranged on Ann Street during and post construction at the City lot.

 

The portion of Ann Street east of Division Street currently operates one way eastbound and forms a one way pair with Catherine (westbound).  On Ann Street, current daily traffic volumes are estimated to be 3000 vehicles with approximately 850 vehicles westbound.  Minimal impacts to operations are expected with the change due to the traffic volume and the roadway network configuration.

 

The current on street parking supply for Ann Street provides 28 metered parking spaces.  Through the conversion and the installation of angle parking (back-in angle) eight (8) spaces can be added in conjunction with a mid block crosswalk.  Back-in angle parking is proposed as it has shown safety benefits particularly regarding pedestrian and bicycle conflicts.

 

In concert with the change a comprehensive communication plan will be enacted.  A formal press release, letters to neighboring properties, a website posting and information in the employee newsletter are elements of the plan.

 

Additional parking spaces are planned for Ann Street east of Division and Fifth Avenue north of Ann Street to coincide with construction activities.  On-site parking will be maximized to the extent possible in the space not needed for the contractor’s operations throughout the project timeline.

Whereas, The Courts-Police building construction will drastically reduce on-site customer parking at City Hall;

 

Whereas, Ann Street operates as a one way street (eastbound) east of Division Street;

 

Whereas, Traffic operations will not adversely be impacted by the conversion; and

 

Whereas, The installation of angle parking on the south curbline increases the available on street parking spaces;

 

RESOLVED, That City Council approve the conversion of Ann Street between Fifth Avenue and Division Street to one way traffic flow eastbound;

 

RESOLVED, That City Council approve the installation of angled, metered parking on the south side of Ann Street;

 

RESOLVED, That City Council approve signage be installed for one way traffic flow and parking per the attached traffic control order; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
