Attached for your review and approval is a resolution to approve a professional services agreement with Complus Data Innovations, Inc. (CDI), for parking citation processing, collection and record management. CDI currently serves the City in the same capacity. The existing contract for services expires November 14, 2008.

The City issued RFP #705 for parking citation processing, collection and record management services. Responses were received from two companies: T2 Systems, Inc. and CDI. A committee with representatives from Police, Treasury, Customer Service and the Attorney’s Office was convened to review and evaluate responses.

The committee found that T2 Systems’ proposal did not meet the City’s minimum requirements. Specifically, they could not meet our requirements for customer service hours, did not have access to DMVs in all 50 states, proposed equipment one generation behind CDI’s proposal, and made an exception to our standard form of contract. T2 Systems quoted a price of $1.98 per ticket.

CDI’s proposal met all City requirements. CDI received Human Rights approval on September 9, 2008 and complies with the City’s living wage ordinance.

The term of the contract is three years, with an option to extend the term an additional two years, at the City’s pleasure. Our cost over the previous five years has been $2.04 per ticket. The cost under this new agreement will be $2.28 per ticket. This represents an effective annual increase of 2.25% and locks our cost per ticket for the life of the agreement. Approval is recommended.
