Resolution to Approve Distribution of the Draft Ann Arbor Transportation Plan Update
Memorandum
The City Planning Commission initiated the Ann Arbor Transportation Plan Update to evaluate the impact of projected future travel demand on existing infrastructure and to develop a multi-modal transportation plan to address this demand.  The planning process was overseen by a 16-person steering committee and 45-member advisory committee, including citizens, staff and officials from local, county, regional and state agencies.  Several advisory committee meetings and a set of public workshops were held during the planning process to provide information and gain input on aspects of the plan.
 
The draft Ann Arbor Transportation Plan Update provides policy and infrastructure recommendations for a planning horizon of 2030.  The plan's overall goal is to deliver "An integrated multi-modal system that will build upon the unique qualities of each part of the City."  The plan outlines strategies for pedestrian, bicyclists, transit users, commercial trucking and motorists.  In September 2008, the Planning Commission received a preliminary presentation of the draft plan.
 
MCL 125.37b of the Municipal Planning Act (PA 285 of 1931 as amended) requires that the legislative body of the municipality approve the distribution of a proposed Master Plan element.  This approval of distribution must take place in order for the process of considering the draft plan to proceed.  On October 7, 2008, the City Planning Commission recommended that the Mayor and City Council approve the distribution of the draft Ann Arbor Transportation Plan Update to initiate formal review by the County and adjoining communities.
After the Mayor and Council approval of the distribution of the plan, the secretary of the municipal planning commission must submit a copy of the draft plan to the following as required by State law:  the planning commission or legislative body of each city, village or township located within or contiguous to the municipality; the Washtenaw County Board of Commissioners; and local public utility and railroad companies.  In addition, a copy of the draft plan should be submitted to other groups and organizations that may be interested in the Ann Arbor Transportation Plan Update.
 
Adoption of this resolution will allow the process of receiving public comment to proceed.  The Planning Commission will be holding a public hearing after the public comment period.

Whereas, The Ann Arbor City Planning Commission is reviewing the Draft Ann Arbor Transportation Plan Update for inclusion in the City Master Plan consistent with State law; and
 
Whereas, MCL 125.37b of the Municipal Planning Act (PA 285 of 1931 as amended) requires that the legislative body of the municipality approve the distribution of any draft master plan and notify the secretary of the municipal planning commission to distribute the plan accordingly;
 
RESOLVED, That City Council approve the distribution of the Draft Ann Arbor Transportation Plan Update; and
 
RESOLVED, That City Council notify the secretary of the City Planning Commission to submit a copy of the proposed master plan for review and comment to the following, as required by State law:  the planning commission or legislative body of each city, village or township located within or contiguous to the municipality; the Washtenaw County Board of Commissioners; and local public utility and railroad companies, and that a copy of the draft plan also be submitted to other relevant groups and organizations that may be interested in the Ann Arbor Transportation Plan Update.
