Resolution to Award a Contract for the Master Meter Replacement Project to United Water - NACO ($68,301.00)
Memorandum
We request your approval of a contract with United Water - NACO for the Master Meter Replacement Project.
 
The Master Meter Replacement Project is necessary to install five meters that were not included as part of the Automated Meter Reading (AMR) project that began in 2004.  These five meters require specialized construction techniques because they are located in below ground meter pits in traffic right-of-ways.  
 
The City received the following five bids for construction services:
 
United Water - NACO            $  68.301.00
John E. Green Company         $117,500.00
Weiss Construction                  $149,350.00
Sinatech Construction            $154,572.00
O'Laughlin Construciton      $177,800.00
 
It is recommended that the bid from United Water - NACO for $68,301.00 be accepted, and that United Water - NACO be awarded the contract for the Master Meter Replacement Project.  
 
Council approved this project and it's associated budget on March 15, 2004 (R-97-3-04).  You are also requested to establish a contingency of $10,000.00 for the United Water - NACO contract for change orders to be approved by the City Administrator. Funds for this project are available in the previously established budget.
 
United Water - NACO has received Human Rights approval on September 18, 2008, and complies with the living wage ordinance.

Whereas, It is necessary to complete the Master Meter Replacement Project to install five master meters located in below ground meter pits that were not completed as part of the Automated Meter Reading Project;
 
Whereas, Of the five bids received, United Water - NACO provided the lowest responsible bid in the amount of $68,301.00;
 
Whereas, United Water - NACO has received Human Rights approval on September 18, 2008, and complies with the living wage ordinance; and
 
Whereas, Council approved this project and associated funding on March 15, 2004 (R- 97-3-04) and sufficient funds for this contract remain;
 
RESOLVED, That Council accepts the proposal and awards a contract to United Water - NACO in the amount of $68,301.00 for the Master Meter Replacement Project;
 
RESOLVED, That a contingency in the amount of $10,000.00 is approved to finance change orders to the contract with United Water - NACO to be approved by the City Administrator;
      
RESOLVED, That the Mayor and City Clerk are authorized and directed to execute the contract for services after approval as to substance by the City Administrator and approval as to form by the City Attorney;
 
RESOLVED, That the City makes the following declaration for the purpose of complying with the reimbursement rules of Treas. Reg. 1.150-2 pursuant to the Internal Revenue Code of 1986, as amended, that the City reasonably expects to reimburse itself for expenditures for the costs of the Project with proceeds of Bonds; and
 
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
