Memorandum
Attached is a resolution requesting approval to construct a small addition at the rear of the house at 1528 Pontiac Trail for a stairwell and elevator, and to allow a museum to occupy the property. The museum will highlight the African American culture and history in Washtenaw County and will contain meeting space, historical archives, and a small gift shop for sale of merchandise directly related to the museum. The house on the property, which is the historic Polhemus house moved from its original location on East Washington Street, will undergo interior and exterior renovations. The historical residential appearance of the house will be maintained.

In response to suggestions by the City Planning Commission, the site plan has been revised as follows:

1. The parking area has been modified to include the 12 feet necessary for an accessible parking space, and the number of parking spaces available is now two.

2. A note regarding the maintenance of rainwater garden areas has been added to the site plank along with the height of proposed plants. The intent is to maintain those areas as perennial gardens.

In addition, information has been provided regarding fire capacity limits: the basement, categorized as “storage,” is three occupants; the first floor, categorized as “assembly,” is 56 occupants; and the second floor, categorized as “business,” is 11 occupants.

The City Planning Commission, at its meeting of August 5, 2008, recommended approval of this proposal, subject to approval of necessary variances by the Zoning Board of Appeals, which were granted at the Zoning Board of Appeals meeting of August 27, 2008.
