Memorandum
Approval of these amendments to Chapters 47, 55, 57 and 62 are intended to provide improved regulation of development on parcels that are created through the land division process. They will provide standards for private streets, clarify the definition of access, include provisions for nonresidential “landlocked” parcels, revise current provisions for residential “landlocked” parcels, require site plan for Planning Commission approval for private streets, and include provisions for street tree and buffering for private streets and shared driveways.

The Planning & Development Services Unit worked with the Planning Commission Ordinance Revisions Committee in developing the proposed amendments, which involved review of existing ordinances and regulations related to land divisions. The Planning Commission, at its meeting of August 19, 2008, recommended approval of the amendments, following revisions regarding minimum parking for private streets serving more than 8 lots, and street trees and buffering for private streets and shared driveways. The attached ordinance amendments reflect these revisions.
