Resolution to Authorize a Sole Source Purchase Order to Carrier & Gable, Inc. for the Purchase of Traffic Signal Materials ($425,000.00)
Memorandum
Please find attached for your consideration a resolution that authorizes a sole source purchase order to Carrier & Gable, Inc., of Farmington Hills, Michigan, for traffic signal materials and supplies. We are requesting $425,000.00 for several projects and to purchase normal maintenance supplies.
This resolution supports the following projects:
1. traffic signal rebuild at Hilton & State ($60,000.00)
2. traffic signal rebuild at Packard & Eisenhower ($25,000.00)
3. maintenance operations including wear-out and accident damage, and
minor support of other City projects ($200,000.00)
4. SCOOT II project support ($25,000.00)
5. SCOOT III project support ($25,000.00)
6. State St. & I-94 Ramp rebuild ($25,000.00)
7. traffic signal rebuild at Packard & Platt ($15,000.00)
8. Grid Expansion - City Wide ($50,000.00)
Of the above-mentioned projects, $225,000.00 will be funded from the Field Operations Major Street fund operating budget and $200,000.00 will be funded from capital project accounts.
Carrier & Gable, Inc. is the sole area distributor in Michigan and Indiana for the Eagle Signal Company. All of our signalized intersections utilize equipment manufactured by Eagle. The advantages of sole source supply include reduced inventory requirements, as well as the need to train technicians in the repair of only one type of product.
Carrier and Gable, Inc. received Human Rights approval on March 14, 2008, and complies with the living wage ordinance.

Whereas, Carrier and Gable, Inc. of Farmington Hills, Michigan, is the supplier of Eagle traffic components used in maintaining City of Ann Arbor traffic signals;
Whereas, Carrier and Gable, Inc., of Farmington Hills, Michigan has received Human Rights approval on March 14, 2008, and complies with the living wage ordinance; and
Whereas, Sufficient funds have been budgeted in the Public Services Area FY 2009 Major Street fund and various capital project budgets;
RESOLVED, City Council approve a sole source purchase order to Carrier and Gable, Inc. in the amount of $425,000.00 for materials and supplies; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
