Attached for your review and action is a resolution to authorize the purchase of Turf Maintenance Equipment through the Cooperative Purchase provision of the 2008 State of Michigan Extended Purchasing contract (State of Michigan Contract #071B7200194) for Leslie Park and Huron Hills Golf Courses. The Toro Company Spartan Distributors was awarded Contract Number #071B7200194 by the State of Michigan, for Lawn & Garden Equipment. This contract is part of the State of Michigan Extended Purchasing Program, which allows local municipalities to purchase equipment and supplies through the cooperative purchase provision.

This equipment will replace and/or supplement the existing golf maintenance equipment at Huron Hills and Leslie Park Golf Courses per the Golf Courses Advisory Task Force recommendations approved by Council in May 2008, with slight modifications. The existing equipment has exceeded the industry standard 5 year replacement period and in conjunction with increasing failures and rising repair costs it is deemed fiscally responsible to replace the equipment as identified in the turf maintenance equipment list. Equipment has been tested by staff at both courses and, as a result, slight modifications have been made to the equipment list originally developed by Parks and Recreation staff and the Golf Courses Advisory Task Force. With these modifications over $25,000 in savings will be achieved while still meeting the equipment needs of the golf courses.

City Council approved $558,500 for the replacement of the Turf Maintenance Equipment for the golf courses from the Park Maintenance and Capital Improvements Millage (Fund 71).

Spartan Distributors received Human Rights and Living Wage approval on June 26, 2008.
