Attached for your review and action is a resolution to approve a contract with Cross Lake Construction Incorporated in the amount of $37,259.50 to replace park sidewalks per Bid #3922, and to establish a total construction project budget of $40,985.50.
The 2006-2011 Park and Recreation Open Space Plan identified infrastructure improvements, including repair of walks and trails, as a high priority. Walks in a number of parks are deteriorated and need to be replaced. This project will replace walks in Leslie Park at Pontiac Trail, Sugarbush Park, South Maple Park, and Huron Highlands Park. Funding for the walk replacement project is included in the approved FY 08 Park Maintenance and Capital Improvements Millage budget.
Bid documents were advertised on MITN. Fourteen companies submitted bids for the project as follows:

The resolution includes a construction contingency of $3,726.00 (10%) to cover potential contract change orders to be approved by the City Administrator. It is requested that a $40,985.50 total construction project budget be established for the life of the project without regard to fiscal year.
Cross Lake Construction Incorporated meets the living wage and prevailing wage requirements and received Human Rights approval on March 21, 2008.

Whereas, Of the fourteen bids received, Cross Lake Construction Inc submitted the lowest responsible bid; and
Whereas, Cross Lake Construction Incorporated received Human Rights approval on March 21, 2008 and complies with the living wage and prevailing wage requirements;
RESOLVED, That City Council approve a construction contract, per Bid 3922, with Cross Lake Construction Incorporated for $37,259.50 to replace park sidewalks at Leslie Park, Sugarbush Park, South Maple Park and Huron Highlands Park for the life of the project without regard to fiscal year;
RESOLVED, That Council approve a $3,726.00 contingency to finance potential change orders to the contract of Cross Lake Construction Incorporated to be approved by the City Administrator;
RESOLVED, That a total project budget of $40,985.50 funded from the FY 08 Park Maintenance and Capital Improvements Millage budget be established for the life of the project without regard to fiscal year; and
RESOLVED, That the Mayor and City Clerk are authorized and directed to execute the contract after approval as to substance by the City Administrator and approval as to form by the City Attorney.
