Memorandum
Attached for your approval is a resolution that authorizes the appropriation of fund balance from the Public Services Area Major and Local Street Funds and authorization to purchase additional high performance cold patch from Ultimate Epoxy, LLC. to address road damages caused by the severe winter.

Our FY 2008 budget was based on a normal or average winter. As a result of the severe winter, we have experienced a depletion of our resources in the FY 2008 budgeted local and major street funds due to additional material requirements (ice-control salt, sand, and cold patch), higher than anticipated work hours and overtime, and increased equipment costs. We maintain an adequate fund balance to address circumstances such as this.

Given the magnitude of the required repair work, the Field Operations Service Unit has estimated we will require an additional $126,000 to address gravel road maintenance and the most severe pothole repair on local and major roads. This work is planned for the balance of this fiscal year. We will be requesting an amendment to the recommended FY 2009 budget requiring the use of fund balance to address additional pavement repairs and pavement markings that are planned for FY 2009.

The Public Services Area solicited bids for high performance cold patch, bid 3818. Typically, the dollar value of the materials does not exceed $25,000 annually and has not required Council approval for the annual expenditure. Due to the severity of the winter, we experienced an increase of water and sanitary sewer breaks as well as increased potholes.
