Attached for your review and approval is a resolution to approve a grant contract with the Michigan Department of Transportation (MDOT) for $1,297,864.00 for the design and construction of a snow removal equipment storage building, preparation of a hangar site area and update of the airport layout plan at the airport.
 
The grant amount is $1,297,864.00, which includes $696,291.00 in federal funding, $558,438.00 in state funding and requires $43,135.00 in City matching funds.  The City's local share of the grant has been included in the approved FY 08 Airport operating budget.    The grant is administered by MDOT which includes payment for contractor and consulting services.  The City will receive an invoice from MDOT when the project has been finalized.
 
This grant includes funding for the design ($30,000.00) and construction ($1,253,374.00) of a new snow removal equipment storage building and the site work associated with the construction of new box hangars.  The grant also includes engineering work ($8,000.00) in updating the airport layout plan as directed by Council on January 22, 2007 and MDOT contract administration ($4,000.00) and review of the airport layout plan ($2,490.00).  We have requested funding assistance from the FAA and MDOT for this project for several years.  MDOT-Bureau of Aeronautics Commission approved FAA Block Grant and state funds for this project at their March 27, 2008 meeting.
 
All funding (city, state and federal) for this project will come from fees paid by users of aviation industry services.
 
The Airport Advisory Committee has reviewed this project and recommends that Council approve this request.

Whereas, The existing airport maintenance equipment facility is a wood pole building that was built in the 1970's without water and sewer service and is inadequate for the type and size of equipment now used for snow removal and maintenance of airport facilities;
 
Whereas, Site preparation and taxilane construction are necessary for the construction of six box style hangars at the airport;
 
Whereas, The Federal Aviation Administration (FAA) and the Michigan Department of Transportation (MDOT) - Bureau of Aeronautics have approved funding and support for the design and construction for these projects and the update to the airport layout plan in the amounts of $696,291.00 and $558,438.00 respectively;
 
Whereas, the MDOT-Bureau of Aeronautics, the Airport Advisory Committee, and City staff recommend that City Council approve the grant agreement;
 
Whereas, The City Attorney's Office and the Public Services Area have reviewed the grant contract; and
 
Whereas, The local matching funds ($43,135.00) for this agreement are available in the approved FY 08 Airport operating budget;
 
RESOLVED, That the City Council approve grant contract number 2008-0235 with the Michigan Department of Transportation in the amount of $1,297,864.00 for the design and construction of a snow removal equipment storage building, preparation of a hangar site area and update of the airport layout plan for the Ann Arbor Municipal Airport;
 
RESOLVED, That $43,135.00 of the approved FY 08 Airport operating budget be designated to pay for the airport's share of said agreements to be expended without regard to fiscal year;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to sign said agreement upon approval as to form by the City Attorney, and upon approval as to substance by the City Administrator; and
 
RESOLVED, That the City Administrator be directed to take the necessary administrative actions to implement this resolution.
