Memorandum
Attached for your review and approval is a resolution that will approve an amendment to our Professional Services Agreement with Parsons-Brinckerhoff Michigan, Inc. (PBM) in the amount of $128,641.54 for project management, professional engineering, and construction inspection services performed in conjunction with the subject project.
 
During the course of the project, it became necessary to add additional services to our agreement with PBM in order to properly complete the work of the project.  These services and their approximate costs are described as follows:  re-designing, inspecting, and providing construction claim analysis services regarding the steel repairs that were performed on the bridge portion of the project ($99,500.00); providing additional testing of high strength steel bolts in order to assure compliance with all state specifications ($5,800.00); providing construction engineering services for the portion of bike path along the west side of Huron Parkway between Geddes Avenue and E. Huron River Drive (this work was added after the construction contract and professional services agreement was awarded) ($10,100.00); re-designing certain roadway elevations to provide better drainage ($6,000.00); and re-designing certain sidewalk alignments and ramp grades to better comply with ADA Standards ($7,200.00).
 
Sufficient unobligated funds exist within the contingency line item of the project budget to cover the cost of the services being requested here.  
 
PBM has received the necessary human resources approval and pays its employees a living wage.
 
Project Update
 
The intersection of Huron Parkway and Geddes Avenue was opened to traffic in late September and the intersection had the final layer of asphalt placed and the striping performed in early October 2007.  All steel repair work was completed on February 28, 2008.
 
During the course of the construction of this project, we discovered that portions of the neoprene seal that we had installed in the center joint that runs the length of the bridges was coming out.  Our investigations revealed that the bridges were deflecting more than the specified seal could withstand and forcing the neoprene seal out.  As a result, we decided that it would be necessary to revise the design of the joint and re-install it.  Unfortunately, in order to perform this work, the weather must be warm enough to allow the materials that the revised design requires to be installed properly.  It was not possible to repair the center joint during the winter months when the center lanes of the bridge were closed to perform the steel repairs.  
 
Currently, because of the cold weather that we've experienced, it now appears that we will be able to perform the work sometime in late-April to mid-May.  When the work is performed we will close the center lanes of the bridge during non-rush hour times to allow the workers to install the joint.  
 
Once the center bridge joint is repaired, all major items associated with this project will be completed.

Whereas, Parsons Brinckerhoff Michigan, Inc., (PBM) was awarded a contract on April 16, 2007 (R-157-4-07) to provide essential professional construction engineering and project management services for the Huron Parkway Bridge Painting and Huron Parkway/Geddes Avenue Intersection Improvements Project;
 
Whereas, Additional construction engineering and project management services are needed to complete the project;
 
Whereas, It is necessary to amend PBM's existing professional services agreement to include the additional services in the amount of $128,641.54 to complete the project in accordance with City of Ann Arbor and Michigan Department of Transportation standards;
 
Whereas, Funds for the services are available within the project budget approved by Council on April 16, 2007; and
 
Whereas, PBM has received Human Rights approval on May 5, 2008 and pays its employees a living wage;
 
RESOLVED, That Council approve Amendment No. I to the Professional Services Agreement with Parsons Brinckerhoff Michigan, Inc. in the amount of $128,641.54 for the Huron Parkway Bridge Painting and Huron Parkway/Geddes Avenue Intersection Improvements Project;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said amendment after approval as to form by the City Attorney and approval as to substance by the City Administrator; and
 
RESOLVED, That the City Administrator be authorized to take all necessary administrative actions to implement this resolution.
