Resolution to Approve Temporary Closure of One Northbound Lane of South Main Street, Adjacent to Michigan Stadium

Whereas, The University of Michigan is undertaking a major reconstruction of portions of the football stadium located at the northeast corner of Stadium and South Main;

Whereas, Construction activities involve building a four-story wall on the west side of the stadium, adjacent to Main Street;

Whereas, Because of space and safety considerations related to the construction of this wall, the University has requested the City’s permission to close a portion of northbound Main Street, adjacent to Michigan Stadium, beginning on or about May 1, 2008 and continuing for a period of approximately 15 months;

Whereas, The University has contracted for a construction schedule that anticipates construction activities starting as early as 6:00 a.m. and ending as late as 10:00 p.m., as many as seven days a week;

Whereas, The construction work schedule has been recently modified to begin at 7:00 a.m., but to run as late as 11:00 p.m.; and

Whereas, This work schedule and related noise is disturbing to the neighbors living in this part of the City and violates the City’s noise ordinance;

RESOLVED, The City Administrator is authorized to issue a permit to the University of Michigan, as requested, for the temporary closure of a northbound lane of South Main Street, adjacent to the Michigan Stadium, subject to the following:
· All work related to the remodeling and reconstruction of the Michigan Football Stadium shall be conducted in compliance with the City’s noise ordinance.
· The University and its contractor(s) will assure that heavy trucks serving the Stadium construction site will not travel northbound on Main Street beyond Pauline Avenue, nor southbound on Main Street between Huron and Madison.
· The University will reimburse to the City 100% of the costs of:
