Each year at this time it is our responsibility under City Ordinance Code, Chapter 29, Section 2:72 to report to you the Water Utilities’ customer accounts which have remained unpaid for six months or longer and, therefore, may be placed on the July tax roll.

Charges for water service, sewer service, stormwater and miscellaneous services furnished to any premises become a lien on the property served per State of Michigan Public Act 94 of 1933. Any such charge delinquent for six months or more is placed on the City’s July tax roll with a 10% penalty pursuant to the City Ordinance Code, Chapter 29, Section 2:72 and Chapter 13, Section 2:92.

This year’s total for potential placement on the next tax roll is $157,773.05. The listing of delinquent accounts will be available for inspection in the Clerk’s Office, and the Customer Service Center, 220 E Huron St Suite 100. Copies will be furnished to Council members upon request. The listing contains the customer account number, the service address, addressee, the total amount owed for water, wastewater, and/or stormwater, and the property owner.

Notice will be sent to owners by first class mail on April 8, 2008. This notice states that the total amount due, if unpaid as of May 8, 2008, will be placed on the July 2008 tax roll with a 10% penalty. A blank sample of the notice letter is attached. The last time we went to taxroll (December 2006), total outstanding balances greater than 6 months old prior to the first notice was $73,749.29. This notice usually results in about 50% of the delinquent bills being paid between now and the latter part of May. All delinquent bills after that time will appear on the July tax statements.
