Memorandum
Attached for your review and action is a resolution that will authorize the closure of the eastbound lanes on North University Avenue between Fletcher and Thayer from April 16, 2008 through April 30, 2008, prohibit the issuance of sidewalk occupancy permits and peddlers licenses on Saturday, April 26, 2008, and invalidate all sidewalk occupancy permits and peddlers licenses previously issued by the City inside the designated area on the date of the event.

Due to construction occurring at Michigan Stadium, The University of Michigan intends to hold 2008 commencement ceremonies on the Diag on Saturday, April 26, 2008. For safety reasons, the University has requested that the City close North University Avenue between Fletcher and Thayer from April 16, 2008 through April 30, 2008 to allow for set up and take down of the event, and refrain from issuing sidewalk occupancy permits and peddlers licenses and invalidate previously issued permits and licenses for Saturday, April 26, 2008 in the designated area listed below (and as shown on the attached map):

North University - both sides of the street from State to Church

State Street - both sides of the street from North University to Madison

South University - both sides of the street from State to East University

Thayer Street - both sides of the street from North University to Washington

Fletcher Street - both sides from Huron Street to North University

Affected City Service Areas, area merchant representatives and UM officials have met collectively and individually to discuss the University’s request and need for City services.
