Memorandum
The attached resolution for your consideration would approve the purchase of one model 2115 Vactor from Jack Doheny Supplies, Inc. A Vactor is a piece of equipment that combines high pressure water and vacuum removal to clean sewers. Additionally, the vacuum portion of the vehicle is used to vacuum-excavate soils to allow the repair of curb boxes, valves and structures in the water system with minimum disturbance to other facilities. Vactors are routinely used in maintenance of sanitary and storm water systems.

Currently, we have three Vactors. This Vactor will replace a 2003 model 2100, which was leased for five years starting in January of 2003. The lease has expired and the unit needs to be returned to Jack Doheny Supplies, Inc. Jack Doheny Supplies, Inc. is allowing the City to rent the Vactor at 50% of their normal rental rate of $9,000.00 per month until the Vactor is returned. The vendor has agreed to rent the unit to the City at this rate until the replacement unit is received. The City is no longer leasing Vactors as the terms and pricing of a potential lease are unfavorable to the City.

All of the City of Ann Arbors vacuum trucks are Vactor brand with interchangeable parts, which allows a substantial reduction in parts inventory. For comparison, the Fleet & Facility Unit has obtained copies of purchase orders from other municipalities for the purchase of similar Vactors. The City of Kentwood, the City of Ferndale, and Oakland County have all purchased Vactors within the last year paying $299,995.00, $324,625.00, and $324,625.00 respectively. The differences in price were caused by the addition and deletion of various options. Jack Doheny Supplies is the only provider of Vactor products in the Michigan, Ohio, and the Northern Indiana region.
