Memorandum
The attached resolution approves the emergency issuance of a purchase order to Turnkey Network Solutions, Inc. for the installation of conduit along State Street. Public Services requested and received the Administrator’s emergency authorization to issue the purchase order on February 14, 2008 shortly after receiving firm pricing and notice of Turnkey’s intent to start construction the week of February 18, 2008.

MCI is in the process of installing conduit via their contractor, Turnkey Network Solution, Inc., in the area noted. Turnkey Network Solutions timeline for installation services is driven by their contract with MCI. Because we had an opportunity to complete a project that is in our current work plan at a significant savings to the City, we exercised Chapter 14 Section 1:316 of the City Code to make an emergency purchase from Turnkey Network Solutions, Inc. for conduit installation along State Street. We are taking advantage of the opportunity to tag along with the MCI installation by having conduit for the City installed for a contract price that is 76% lower than our typical per foot installation cost. Installation savings are approximately $190,000.00.

Conduit is installed to house fiber optic cable, which is utilized for the traffic control system and network communication. The State Street conduit run is a major trunk that supports multiple communication activities, including our communication link with the Wheeler Center.

Our current conduit run along State Street is at capacity and in poor condition. This installation will address that need for capacity in addition to providing redundancy for our systems along Packard Road as well as allow an additional connection to the downtown area.
