Memorandum
A portion of these amendments deal with two proposed changes to compost collection for 2008:

1. Compost Containers: Effective April 1st, 2008, residents will have the opportunity to being using City-approved compost carts, which will be for sale at several local vendors. Resident-supplied cans will no longer be allowed for compost collection. The reason for eliminating the cans is that they have been an ongoing source of injuries for collection workers. Issues include but are not limited to: overweight cans, materials frozen in the bottom of cans, and cans frozen to the ground. Residents will still be able to use paper compost bags or bundles.

2. Fall Compost Collection: Starting in Fall 2008, it is proposed that residents be able to place their compostable materials out with leaf collection, including bundled branches placed at the curb. It is proposed that curbside compost collection be suspended on October 31st, and be resumed for one week starting the Monday after Thanksgiving. This would enhance service by providing residents a longer season for compost collection. In addition, this change would reduce the number of trucks in neighborhoods, reduce the carbon footprint of the program, and reduce fuel consumption.

Other amendments deal with proposed updates in the preparation and setout of recyclables and refuse, including modifications that deal more effectively with street leaf collection and bike lanes. There are also some updates as the results of facility name changes and additions.

The changes as originally submitted on January 7, 2008, are marked in black (underline and strikeout). The revisions that are being submitted and filed on February 4, 2008, are marked in color (underline and strikeout).
