Memorandum
Attached for your review and approval is a resolution to authorize a Professional Services Agreement with Testing Engineers & Consultants, Inc. (TEC) for construction materials testing services in the amount of $77,910.00 for the Miller - Maple Transmission Water Main Project.

This project includes the construction of approximately 9,834 LF of 24” Water Main and appurtenances, 2,800 LF Storm Sewer, 2,030 LF of sludge discharge force main, and all related work. In addition, this work includes approximately 2,400 LF of curb and gutter and full or partial width of full depth road reconstruction. The construction is scheduled April 2008 through October 2008.

We received proposals from eleven firms for the required construction materials testing services. Project Management staff evaluated the proposals and selected TEC based on the proposal, staff qualifications, past involvement with similar projects, and cost. TEC received Human Rights and Living Wage approval on January 23, 2008.

Services to be performed include all the required testing for soils, aggregate, asphalt, and concrete. Funds for the requested services are available in the project budget for the Miller - Maple Transmission Water Main Project.
