Title
Resolution to Direct Planning Commission and Planning and Development Services Staff to Develop an Ordinance Requiring Petitioners to Engage in Additional Citizen Participation for Planned Projects, Planned Unit Developments and Conditional Zoning Applications
Body
Whereas, Ann Arbor City Code allows petitioners to request planned projects and planned unit developments, and state law allows for conditional zoning, and these zoning solutions offer flexibility beyond that which is allowed by right in the City's zoning districts;
 
Whereas, the Mayor and City Council want to provide the citizens of Ann Arbor with additional opportunities for early and effective citizen participation for these types of developments, and
 
Whereas, the Mayor and City Council would like to foster improved, ongoing communications between developers and the public for these types of developments by ensuring that citizens have an adequate opportunity to learn about applications that affect them, as well as an opportunity to work with developers to resolve concerns at an earlier stage of the City approval process;
 
RESOLVED, That the Mayor and City Council hereby direct the Planning Commission and Planning and Development Services staff to develop an ordinance requiring petitioners to engage in additional citizen participation for planned projects, planned unit developments and conditional zoning applications similar to the proposed ordinance attached to this resolution; and
 
RESOLVED, That the City Planning Commission develop the ordinance and provide a recommendation to City Council by April 7, 2008.
