Memorandum
Attached for your consideration and approval is a resolution from the Council Liquor License Committee establishing a new $100.00 non-refundable application fee for new on-premise liquor licenses to be selected by the City and issued under the State’s Redevelopment District licensing program. The issuance of a new license, including the redevelopment district licenses, unlike all other transfers of Class C liquor licenses, begins at the local level requiring the City to conduct an extensive application review process prior to selecting the final applicant(s) for recommendation to the State. The committee is also proposing to set the fee for issuing a Redevelopment District License at $1000.00, which matches the current fee for transfer of ownership of a Class C license within the City.

The Council Liquor License Committee is recommending the $100.00 application fee in order to recover the staff time and costs of reviewing numerous applications prior to the actual issuance of the license.

It is recommended that City Council waive the new redevelopment district license application fee for those applicants who applied in August 2007 under the City’s available Class C liquor license process and paid a $100.00 application fee at that time, but were not awarded the license. Several of the applicants who applied in August 2007 are eligible under the requirements of the redevelopment license and have expressed an interest in obtaining a license through this process.
