Resolution Requesting that the Downtown Development Authority Demolish the City-Owned Building and Establish a Temporary Surface Parking Lot at 350 S. Fifth Avenue

Whereas, The City of Ann Arbor purchased the property at 350 S. Fifth Avenue, Ann Arbor (the “Site”), in 2003, with financial assistance from the Downtown Development Authority (“DDA”), in recognition of the value to the City and the DDA in securing the Site for future re-development;

Whereas, The building located on the Site was closed in 2005, is no longer habitable, and has become an eyesore;

Whereas, The Ann Arbor District Library, State Street Area Association, Main Street Area Association, and other downtown residents would benefit from the demolition of the building on the Site and from the use of the Site for temporary surface public parking; and

Whereas, The DDA will benefit from the eventual re-development of the Site through, among other things, increase in the DDA’s Tax Increment Financing (“TIF”) fund revenues, an increase in downtown business activity, and improvement of the streetscape along S. Fifth Avenue;

THEREFORE, BE IT RESOLVED, That the Mayor and City Council request that the DDA undertake demolition of the building on the Site, with the demolition to be completed as soon as possible;

BE IT FURTHER RESOLVED, That, upon demolition of the building on the Site, the DDA may establish a temporary public parking lot on the Site to be managed by the DDA pursuant to the contractual arrangement between the City and DDA for management of the City-owned downtown public parking system;

BE IT FURTHER RESOLVED, That the City Administrator and/or his designees shall work with the DDA to ensure that the demolition of the building on the Site is completed in an expeditious manner;

BE IT FURTHER RESOLVED, That upon sale by the City of the Site for re-development, the City and DDA shall negotiate possible reimbursement to the DDA for a portion of the net costs incurred by the DDA ...
