Memorandum
Attached for your approval is a resolution authorizing the City of Ann Arbor to renew a two-year drop-off station funding agreement with Washtenaw County, Pittsfield Township and Recycle Ann Arbor. This agreement renews the current two-year agreement that is set to expire on December 31, 2007. Each of the parties will continue to provide the same financial support as currently:

Washtenaw County: $50,000.00/year
City of Ann Arbor: $30,000.00/year
Pittsfield Township: $ 7,500.00/year

As recently as 2001, the City was providing Recycle Ann Arbor (the facility operator) $120,000.00/year in subsidies. Approximately 40% of the drop-off station’s current users are residents or businesses within the City of Ann Arbor. Recycle Ann Arbor generates additional funding for the site through fees for various materials. Drop-off of standard residential and commercial recyclables is provided at no cost to users.

The drop-off station provides “one stop drop” capabilities including bulky and household trash, building debris, appliances, yard debris, computers, automotive fluids, concrete, fluorescent light tubes/bulbs, electronics, styrofoam, hard cover books, textiles and plastic grocery bags. In addition, customers can also buy finished compost, wood mulch and backyard compost bins at the facility.

Funding for the drop-off has been provided in the approved FY08 Solid Waste operating budget and is included in the FY09 and FY10 Solid Waste budget plans.
