Memorandum
You are requested to approve a service purchase order with DTE Energy to reimburse it $49,475.00 to relocate and install a new natural gas meter at the City's Wastewater Treatment Plant (WWTP).

On March 7, 2005, Council approved award of a contract to Malcolm Pirnie, Inc. to design the Facilities Renovations Project (FRP). The FRP addresses renovations identified in the WWTP Facilities Master Plan, a comprehensive 25-year planning document that provides the basis and schedule for rehabilitation and replacement of major equipment at the WWTP. Renovations to the WWTP include demolition and replacement of the oldest portions of the plant. Relocating and replacing the natural gas meter is necessary in order to demolish and construct new facilities in the vicinity of the existing gas meter. Implementing construction without relocating the meter will increase construction costs and restrict the placement and sizing of process equipment.

Council approved the budget and funding for this project during the FY05 capital budget process. The Facilities Renovations Project is included in the City’s approved FY 05/10 and FY 06/11 Capital Improvements Plans.

Funds to finance this work are available in the proceeds of the Sewer Revenue Bonds Series XIX, sold in the spring of 2004.
