Memorandum
For information purposes only, I wanted to provide an update to Council on the status of the First & Washington development project.

On February 20, 2007, Council approved an Option to Purchase Agreement with Village Green Residential Properties LLC for the sale and redevelopment of City owned property located at the corner of First and Washington Streets.

The Option is valid through February of 2008 with one available extension for 90 days. In order to purchase the site under the agreement, Village Green must obtain:

· A parking agreement between the DDA, City and Village Green.
STATUS: Approved by Council September 24, 2007.

· An approved community engagement plan.
STATUS: Completed. Staff approved a community engagement plan which Village Green completed November 9, 2007. The plan included presentations and meetings with the Downtown Area Citizen's Advisory Council, Old West Side Board, Main Street Area Association, and a general community public meeting. Additionally, Village Green met with several citizen groups who expressed an interest in meeting about the project. Overall the comments received have been very supportive. Village Green has started preparing their site plan proposal and plans to incorporate suggestions where possible and appropriate.

· All necessary municipal approvals and execution of all agreements required by the City, including site plan and development agreements with affordable housing units.
STATUS: Village Green anticipates ramping up its’ efforts for site plan and development agreement submission starting in November 2007. Review and approval of these items will follow the traditional development approval process and are anticipated to be completed prior to expiration of the Option Agreement.
