Resolution Awarding a Contract for Directional Boring to R.C. Directional Boring ($40,800.00, Bid No. 3902)

Attached for your review and approval please find a resolution awarding a contract in the amount of $40,800.00 to R.C. Directional Boring for 4800 feet of directional boring and conduit installation. This conduit will be used to house fiber optic cable that will be pulled by City crews for the relocation of City Community Television Network (CTN) from 425 S. Main St., Ste. LL114 to 2805 S. Industrial Highway Ste. 200 Eisenhower Corporate.
On August 20, 2007 City Council approved a lease agreement for City Community Television and a $65,000.00 appropriation of funds to fund the fiber relocation, #R-405-8-07. The boring and conduit installation is the first step in the relocation of CTN's fiber connection. Once the conduit is installed Public Services Area, Field Operation crew's will pull the fiber optic cable through the conduit to establish CTN's necessary connection.
The Field Operations Unit of the Public Services Area solicited bids, #3902, for the directional boring and conduit installation. The bid of R.C. Directional Boring in the amount of $40,800.00, was reviewed and accepted as the lowest responsible bid. A tabulation of that bid is attached.
R.C. Directional Boring received Human Rights Approval on November 30, 2006 and complies with Living Wage effective April 30, 2007.

Whereas, It is necessary to install conduit for the fiber optic cable relocation for City Community Televison Network's relocation;
Whereas, Competitive bids were received by Public Services Area staff and R.C. Directional Boring was the lowest responsible bidder at $40,800.00;
Whereas, R.C. Directional Boring received Human Rights Approval on November 30, 2006 and complies with Living Wage effective April 30, 2007; and
Whereas, Sufficient funds have been appropriated from the CTN fund balance to be used for fiber connection costs for their relocation;
RESOLVED, That City Council approve a contract, per Bid No. 3902, with R.C. Directional Boring in the amount of $40,800.00; and
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said contract after approval as to form by the City Attorney and approval as to substance by the City Administrator; and
RESOLVED, That the City Administrator is authorized to take the necessary administrative actions to implement this resolution.
